Iraqi Deflation.

Inflation might be a growing problem over here, but in Iraq prices are plummeting.
The head of al Qaeda in Iraq, Abu Ayyub al Masri, just got demoted. The U.S. reward for his capture, dead or alive, was reduced from $5 million to $100,000.
That's got to hurt, terrorists have feelings too and having your value slashed by 98% is just upsetting. This is possibly related to Al Qaeada's increasing ineffectiveness as their brutality alienates even those who quite enjoy mass murder.
